Emeka Joseph Ononamadu was born on 1st July, 1967 and hails from Ehime Mbano Local Government Area of Imo State.

He started his educational career at St. Michael’s Primary School, Umuaro, UmunumoMbano where he obtained his First School Leaving Certificate in 1980.

He proceeded to Union Comprehensive Secondary School Nzerem and got his General Certificate of Education in 1988.

Joseph Ononamadu gained admission to study Business Administration and Management in AkanuIbiam Federal Polytechnic Uwana, Afikpo where he bagged National Diploma and Higher National Diploma between 1990 and 1993.

In 1999, he proceeded to AbubakarTafawaBalewa University, Bauchi and bagged a Post Graduate Diploma in Financial Management.

He was at the Marquette University, Milwuakee, USA, Aspen Centre and got a Certificate in Good Governance in 2007.

EmekaOnonamadu bagged his Masters Degree in Public Administration from the University of Abuja in 2013.

He did his National Youth Service with the Central Bank of Nigeria, Abuja in 1995 and ever since then, EmekaOnonamadu has been actively engaged in the Civil Society Advocacy.

The positions he has held in the course of his Civil Society Advocacy include;

REC JIGAWA STATE

 

Dr.MahmudaIsah hails from Ngaski Local Government Area of Kebbi State. He was born on 5th October, 1967.

He gained admission to study, Law at the Usman Dan Fodio University, Sokoto in 1986 where he bagged his Bachelor of Law (LLB) in 1991

He attended the Nigeria Law School in 1993 and qualified as a Barrister of Law in 1993. In 1997, he proceeded to the University of Dundee, United Kingdom where he obtained his Masters Degree in Resources Law and Policy in 2000. In 2011, he bagged his PHD in Petroleum Law and Policy from the same University.

In 1992, Dr.MahmudaIsah was posted to Lagos for his National Youth Service where he served with the Central BANK OF Nigeria. Thereafter, he got a job with the Nigeria Civil Service Commission and was deployed to the National Assembly, Abuja where he worked last as Secretary to the House Adhoc Committee on Petroleum Industry Bill before his recent appoint.

His hobbies include, sports and travelling. He is married with children.

REC ONDO STATE

 

Ambassador (Dr.) Rufus OloruntoyinAkeju hails from Lagos Island, Lagos State. He was born on 25th May, 1947.

He had his Bachelor of Arts Degree in Political Science from the University of California, Berkley, USA and his Masters of Arts in International Affairs in June, 1973 from Ohio University, Athens and proceeded to Howard University, Washington DC, USA same year to bag his PHD in Political Science in 1977.

Ambassador Rufus Akeju attended so many courses from where he bagged the following certificates;

  • Certificate on United Nations and its Agencies in 1977
  • Certificate of proficiency in French and Spanish languages in 1983 and 1997 respectively
  • Certificate in Alternative Dispute Resolution (ADR) from Kennesaw State University Centre for Conflict Management, Atlanta, Georgia, USA in 2014.

Ambassador Akeju started his working career as an Assistant Professor at the Tennesse State University, Nashville, USA. He returned to Nigeria and joined the services of the then University of Sokoto now Usman Dan Fodio University as Lecturer 1 in 1980. He rose to the rank of a Senior Lecturer in 1982 and later transferred his services to the Ministry of Foreign Affairs in 1984 where he became an Assistant Director and became Minister Counsellor, Inter African Affairs, Ministry of Foreign Affairs, Abuja.

In 1994, he was promoted to a Deputy Director and became a Director in 2003.

Ambassador Akeju retired in 2007 as an Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Nigeria to Havana, Cuba with concurrent accreditation to the Bahamas, Nicaragua and Honduras.

He represented Nigeria in various International engagements including the United Nations (UN), Organization of African Unity (OAU) and Non-Aligned Countries Conferences.

Ambassador (Dr.) Rufus Akeju’s first appointment as Resident Electoral Commissioner (REC), INEC was on 22nd July, 2010, a position he held till 2015.

He has many publications to his credit and member of several Professional Bodies including;

  • American Society of International Law
  • Nigerian Institute of International Affairs
  • American Academy of Political Science
  • National Political Science Honour Society among others

Ambassador Akeju is married with children.

REC SOKOTO STATE

 

SadiqAbubakar Musa was born on 15th November, 1964 and hails from Kaduna South Local Government of Kaduna State. He attended Government Secondary School, Malumfashi where he obtained his West African School Certificate (WASC)between 1976 to 1981. In 1988, he gained admission into the University of Maiduguri where he obtained a Bachelor of Science (B.ScHons) in Public Administration in 1991.

His quest for higher education saw him returning to the University of Maiduguri where he obtained his Master’s Degree in Public Administration (MBA) in 1992. In 1994, he bagged another Master’s Degree in Business Administration from the Prestigious Ahmadu Bello University, Zaria

SadiqAbubakar Musa began his working career with the Nigerian Television Authority (NTA), Kaduna State in 1981. He was employed by Federal Polytechnic, Kaduna, where he rose to the rank of Chief Lecturer, Kaduna State.

He is member, Chartered Institute of Administration (ACIA) and member, National Institute of Management (NIM). He was a member, Kaduna State Industrialization and Micro Credit Management Board from 2008 to 2010.

SadiqAbubakar Musa has written several articles which include;

  • An assessment of Staff Development Programmes in Nigerian Air Force, 1992,
  • The Impact of Distribution Channel on Marketing of Petroleum Product, 1994

REC LAGOS STATE

 

Mr. Sam OlugbadeboOlumekunmni, the Resident Electoral Commissioner (REC), Lagos State was born on 9th July, 1954 in Okitipupa, Ondo State.

He attended the University of Lagos, Akoka and ObafemiAwolowo University, Ile-Ife where he obtained a Bachelor of Science degree (B.Sc, Political Science) and Masters in Public Administration (MPA), respectively.

He has attended several professional courses including;

  • London Management Centre, Seymor Place, London Department Strategies and Techniques of Management
  • Manchester Business School, Manchester/International for Top Executives Leadership Programme in “Leadership Imperatives for Organizational Growth”
  • Georgia State University, Atlanta, USA for Fiscal Policy Training Course in “Fiscal Decentralization and Local Government”

He was first appointed Resident Electoral Commissioner in December 2011 and served in the following states during his first term of office: Ondo State (December 2011 – December 2014) Ekiti State (January 2015 – January 2016), and Edo State (February 2016 – December 2016). On the 4th of August, 2017, he was re-appointed a Resident Electoral Commissioner for the second time and posted to Lagos State.

REC GOMBE STATE

 

Alhaji Umar Ibrahim was born on 31st January, 1956 to the family of late WazirinMuri, Alhaji Ibrahim Malle at Jalingo, Jalingo LGA of Taraba State. He attended Junior Primary School, Jada from 1963 to 1966 and Muhammad Nya Primary School, Jalingo from 1967 to 1969 where he obtained his First School Leaving Certificate. He obtained his West African School Certificate (WASC) in 1974 from Government Secondary School, Yola from where he proceeded to the North East College of Arts and Science, Maiduguri for his A-level. His quest for higher education took him to the prestigious Ahmadu Bello University where he studied Mathematics and Statistics from 1976 to 1978.

Upon graduation, he was posted to Ogun State by the National Youth Service Corps (NYSC) for the mandatory one year National Service and served meritoriously with Odogbolu Grammar School from 1978 to 1979.

His desire to tackle developmental issues within the society later took him to the University of Sussex, Brighton, England where he obtained a Certificate in Development Studies in 1981.

Alhaji Umar Ibrahim began his working career as a Higher Statistical Officer with the Statistics Division, Ministry of Economic Planning in the old Gongola State in 1979 where he rose to the rank of Principal Statistical Officer, Budget Division, Ministry of Finance and Economic Planning in 1984.

He was appointed Chairman, Jalingo LGA in 1986 and later Sole Administrator of the same LGA in 1987. After his stint at the Local Government Administration, he returned to the state Civil Service and rose to the rank of Director in 1991 before the creation of Taraba State later that year. In 1996, he was once again called upon to serve as Sole Administrator, Ardo Kola Local Government Area of Taraba State. A position he held till 1997 when the General SaniAbacha Administration conducted the zero party Local Government Council election Nationwide.

Upon his return to the Taraba State Civil Service, he was redeployed to the Ministry of Education as Director, Admin and Finance from 1997 to 1999.

Alhaji Umar Ibrahim was promoted to the rank of Permanent Secretary in 2003 and in that capacity, he served in different ministries and parastatals until his retirement from the Taraba Civil Service in 2014.

His administrative prowess did not just stop within the Civil Service Cycle, Alhaji Umar Ibrahim was turbaned the WazairiMuri by his Royal Highness, Alhaji Abbas NjiddaTafida, the Emir of Muri in 2014 because of his love for his people and contributions to the development of the Emirate.

REC ZAMFARA STATE

As’mau Sani Maikudi RECZAMFARA

As’mauSaniMaikudi was born in Malumfashi, Malumfashi Local Government Area, Katsina State.

She finished her Primary School at Girls Day Primary School, Malumfashi in 1973; then proceeded to Government Girls Secondary School, Kaduna where she finished in 1978; thereafter, she proceeded to the College of Arts, Science and Technology Zaria from 1978 – 1980.

In 1980, she gained admission into Ahmadu Bello University, Zaria where she bagged a Bachelor of Arts Degree in History Education in 1984.

In 1984, she proceeded for NYSC programme at Government Day TafawaBalewa Secondary School, Kaduna, where she was employed after her service year. In 1988, she became the Principal, Government Girls Day Secondary School, Mani,Katsina State and later became the Principal Education Officer, Ministry of Education, Katsina State. She moved to Kaduna Polytechnic in 1990 and rose to the rank of a Chief Lecturer in the Department of Social Sciences and the Director, College of Administration and Social Sciences both in Kaduna Polytechnic. She obtained her MPA Public Administration in 1988 and PhD Public Administration in 2006 from the University of Abuja.

She is a member of many Professional and Charitable Organisations including one time Chairperson, Nigeria Red Cross Society, Kaduna State Branch. She is a recipient of many Awards including Fellow, Corporate Administrators of Nigeria (FCAN), Member, Nigeria Institute of Management (NIM) and Member, Teachers Registration Council (TRC).

She was a Visiting Senior Lecturer in the Department of Political Science, Kaduna State University; also a former Non-Executive Director of Enterprise Bank PLC, and former Member of the Governing Council, Hassan UsmanKatsina Polytechnic, Katsina State.

She has attended and presented numerous papers in Conferences, Seminars and Workshops in Nigeria, Cameroun, Egypt, Malawi, Senegal and in the USA. She is also a Harvard, USA Alumni. She is the author of the Book “Gender Issues in Technical Education Policy. A study of Kaduna Polytechnic, 1996 – 2006” (Published in Germany) also author of the book, “Girl-Child Education in the Northern Nigeria” (published by Ahmadu Bello University Press Ltd Zaria, Kaduna State, Nigeria 2013; and has published many chapters in Books and Journals.

She is married with children.

Dr.As’mauSaniMaikudi is currently the Resident Electoral Commissioner, Zamfara State.

 

REC EBONYI STATE

 

Professor GodswillObioma was born on 12th December, 1953 and hails from Amaokpu, Nkpa Autonomous Community, Bende Local Government Area ofAbia State.

After his primary and secondary education, he gained admission into AlvanIkoku College of Education, Owerri, Imo State to study Mathematics and Physics. He graduated in 1975 with distinction and as the overall best graduating student. He proceeded to the University of Nigeria, Nsukka to study Mathematics/Education and once again came out tops as the best graduating student in 1979.

He was subsequently retained by the University of Nigeria, Nsukka as a Research Fellow which gave him the opportunity to enrol for his Masters Degree Programme in Educational Measurement and Evaluation with special focus on Mathematics Education and in1982, he graduated with a Master’s Degree. He followed this up with a doctorate degree in the same field in 1985.

Professor GodswillObioma won the Vice Chancellor’s award for the best doctoral dissertation of the University of Nigeria, Nsukka that year.

He later in 1988, moved over from the University of Nigeria, Nsukkato the University of Jos where he became the Head of the Research Division of the Institute of Education of the University as a Senior Research Fellow.

At the young age of 38 in 1991, Professor Obioma was appointed a Professor of Mathematics Education and Evaluation at the University of Jos. In 1993, he became the Head of Department, Department of Science; Mathematics and Technology Education at the University. He served as the Special Assistant on Policy Monitoring and Evaluation to the Military Administrator, Abia State from January to March, 1994before being appointed as the Director, Monitoring and Evaluation, National Primary Education Commission, Kaduna same year, a position he occupied till the year 2000. He later in 2000, became the Director, Monitoring and Evaluation, Universal Basic Education Programme, Abuja. In 2003, he was appointed Director, Monitoring, Research and Statistics, National Business and Technical Examination Board (NABTEB), Benin city, a position he held till 2005. Professor Obioma also served as a Special Assistant to the Honourable Minister of Education and in March 2005, he was appointed Executive Secretary, Nigerian Educational Research and Development Council, Sheda, Abuja, a position he occupied for an unprecedented two terms.

Professor Obioma has spearheaded a number of Policy Reforms and institutional changes in Nigeria’s Educational Curriculum. A good example is the development of the 9 year Basic Education Curriculum, the Senior Secondary Education Curriculum, among others.

At various times, he has served as consultant to many International Non-Governmental bodies including; World Bank, United Nations Development Programme (UNDP), amongst others. He has served as the Chairman of several Federal Government Committees on Education like the Nigeria Education Roadmap of the Federal Ministry of Education 2009 – 2015, Presidential Committee on the Implementation of e-learning in Nigeria, 2010 – 2017 amongst others.

Professor Obioma has to his credit over 100 publications in the specific areas of Mathematics, Evaluation and Curriculum.

He is a member of several professional and learning societies including; Nigerian Academy of Education, Mathematical Association of Nigeria, Curriculum Organisation of Nigeria and International Professional Managers Association, United Kingdom.

Professor Obioma has to his credit 10 Awards of Excellence. He is recognised as Ambassador of the Kingdom of the Assemblies of God Church, Nigeria.

He is happily married to Ndidiamaka Elizabeth and blessed with children.

REC OYO STATE

 

Mutui Olaleke Agboke was born 39 years ago and hails from Ogun State.

He started his educational career in African Church Grammar School, Abeokuta, 1989 -1994 and Ebenezer Grammar School, Abeokuta 1994 – 1995 where he obtained his SS 3 Certificate. He attended Kwara State College of Arabic and Islamic Legal Studies, Ilorin 1996 b-1999 and got his Diploma in Law. In 2001, he gained admission to study Law in the University of Ilorin and proceeded to Nigeria Law School, Bwari, Abuja in 2005 and bagged BL and LB respectively.

He attended Obafemi Awolowo University, Ile Ife from 2009 – 2012 where he obtained his LLM Certificate.

His working experience includes the following;

Until his appointment as a Resident Electoral Commissioner, MutuiOlalekeAgboke was Commissioner III in the Ogun State Independent Electoral Commission.

He has enormous wealth of experience in election observation monitoring.

He has also presented and published several papers on wide range of National and International issues.

Barrister Mutui Agboke is a member, Nigeria Bar Association since 2016, member, Immaculate Club of Nigeria, Ilorin, Kwara State since 2000, National President, Muslim Students Society of Nigeria 2000 – 2002, Chief Missionary, Albarka Islamic Society of Nigeria 2010 till date and vice chairman, Ogun State Table Tennis Association 2014 till date.

Married with children, he is the Resident Electoral Commissioner, Ondo State.

REC KOGI STATE

 

Professor James Iorliam Apam was born on the 23rd of August, 1962 in Taraku, Gwer East Local Government Area of Benue State to Late Nathaniel Iorshe and Late Cecilia Tyar Apam.

He attended N.K.S.T. Primary School Apir from 1969 to 1975 after which he went to Government Secondary School, Lafia, from 1975 TO 1980 where he obtained the West African School Certificate (WASC).

From 1982 to 1986, he attended the Ahmadu Bello University, Zaria where he obtained a BSC Degree in Political Science. After his National Youth Service in 1986 to 1987 at Government Day Secondary School, Biu in Borno State, he proceeded to the University of Jos FOR HIKS Masters of Science Degree in International Relations and Strategic Studies in 1989.

In June 1989, he started work as an Administrative Officer in the Unified Local Government Service at Gwer Local Government. His service in the Local Government Service took him to a number of other Local Government Areas namely; Ado, Gwer West and Makurdi.

In 2000, he left the Local Government Service Committee to join the Benue State University in the Department of Political Science as an Assistant Lecturer.

Between 200 4 to 2005, he attended Lancaster University in the United Kingdom as a Commonwealth Scholar on the PhD split – site scheme. This means that he had to pursue his PhD in both Benue State and Lancaster Universities simultaneously.

The PhD was finally awarded by Benue State University in 2008. He continued his teaching and research in Benue State University and rose to become the Head of Department, Political Science in 2009. In 2012, he became the Deputy Director of Benue State University’s Centre for Peace and Development Studies.

In October 2016, he was appointed to a Professional Chair in Political Science by the University.

He is a member of a number of Professional Bodies namely: the Nigerian Political Science Association (NPSA), Society for International Relations Awareness (SIRA), International Political Science Association (IPSA), American Political Science Association (APSA) and the Electoral Integrity Project. He is also member, Institute of Personnel Management and Associate Membership, Nigerian Institute of Management.

His hobbies are: playing badminton, reading and travelling.

He is the Resident Electoral Commissioner, Kogi State.

 

REC ANAMBRA STATE

 

Dr. Nkwachukwu Orji holds a PhD in Political Science from Central European University, Budapest. He is presently a Research Fellow at the Institute for Development Studies, University of Nigeria.

Before joining University of Nigeria in 2010, he was a lecturer at the Department of Political Science, Ebonyi State University, Abakaliki.

Dr. Orji has been a Fellow at the Alexander Von Humboldt Foundation at the Institute of African Affairs, German Institute of Global and Area Studies, Hamburg; Visiting Research Fellow at the Institute of Federalism, Fribourg; and Guest Researcher at the Nordic African Institute, Uppsala.

He has served as Election and Democratic Governance Expert to several organization and consulted for several Civil Society Organisations.

He has authored several articles on Nigerian Politics and Society; “Power-Sharing in Nigeria: Conception and Implementation, and Continuity” (2009), “Making Democracy Safe: Policies Tackling Electoral Violence in Africa”, (2013), “Use of Social Media in Nigeria’s 2011 General Elections” (2013) amongst others. He co-edited a book on Voter Education.

Dr. Nkwachukwu Orji is actively involved in several learned association including; Nigerian Political Science Association, International Political Science Association (IPSA), Council for Development of Social Science Research in Africa (CODESRIA) and African Studies Association (ASA)

Dr.Nkwachukwu Orji was a consultant to the Constitution and Electoral Committee known as the Nnamani Electoral Reforms Committee.

He was appointed Resident Electoral Commissioner in July, 2017 and is presently the Resident Electoral Commissioner Anambra State.

REC IMO STATE

 

Professor Francis Chukwuemeka Ezeonu was born 54 years ago.

He attended the following tertiary institutions;

He started his career as an Assistant lecturer in the Department of Applied Biochemistry, faculty of Natural Sciences in the then Anambra State University of Enugu now Enugu State University of Technology in 1989 and rose to the rank of Lecturer II in 1993.

In 1993, he joined the services of Nnamdi Azikiwe University, Awka as Lecturer II in the department of Applied Biochemistry.

Professor Chukwuemeka Ezeonu holds a dual professional position at the Nnamdi Azikiwe University, Awka in the departments of Applied Biochemistry, 2001and drug and pharmaceutical chemistry, 2010.

He was also a visiting Senior Lecturer, Department of Biochemistry and department of Food Sciences and Technology, Madonna University, Okija, Anambra State, 1997 – 1998

He is widely travelled to over 25 first rated Universities in Europe, USA, Canada, China and other African Countries.

Professor Francis Chukwuemeka Ezeonu is married with four children.

He is currently the Resident Electoral Commissioner (REC), Imo State.

He hails from Amassoma, Southern Ijaw Local Government Area of Bayelsa State.

He started his academic career in St. Stephens Primary School, Amassoma, Bayelsa State in 1970 and attended Government Trade Centre, Ekowe, Southern Ijaw and Government Technical College, Tombia, Rivers State where he obtained his West African School Certificate Technical in 1982.

In 1987, he attended No.2 Institute of Technical Training, Royal Air Force Cosford West Midands, England where he obtained Aircraft Armament and safety certificate.

Other institutions attended by Frankland are: University of Port Harcourt for Bachelor of Science 1992 – 1997, Bayero University, Kano for Master of Science 1999 – 2014, Federal College of Education, Kano where he bagged Post Graduate Diploma in Education 2003 – 2005.

Nigerian Armed Forces Resettlement Centre, Oshodi, Lagos State for a Certificate in Security and Safety, 2003 and University of Port Harcourt where he obtained PhD in 2012.

Dr. Oyeins Frankland Briyai, enlisted into the Nigerian Airforce in 1982 where he served till 2002 and joined the services of Niger Delta University, Wilberforce Island, Bayelsa State as a Senior Lecturer.

As an Airforce Officer, he held the following positions at one time or the other;

REC KANO STATE

 

Professor Riskuwa Arabu Shehu was born on 20th June, 1960 at Tambuwal in Tambuwal Local Government Area of Sokoto State. He attended Town Primary School, Tambuwal from 1968 – 1974, Government Secondary School Yabo from 1974 – 1979, University of Sokoto (Now Usmanu Danfodiyo University) from 1979 – 1984 and University of Essex, Colchester, England from 1989 – 1992. He holds a B.Sc in Biochemistry and a Ph.D in Biological Chemistry.

He did his National Youth Service at Ayegbe Comprehensive Grammar School Ise, Ondo State, Nigeria in 1984 – 1985 after which he took up appointment as Technologist II with the Usmanu Danfodiyo University Teaching Hospital, Sokoto (Chemical Pathology Unit) from 1985 – 1986.

He joined the services of the Usmanu Danfodiyo University, Sokoto as a Graduate Assistant in 1986 and rose to the rank of Professor of Biochemistry in 2005. He was at the King Khalid Military Academy Riyadh, Kingdom of Saudi Arabia as a Postdoctoral Research Fellow from 1996 – 1998.

He served as external examiner in Bayero University Kano, University of Ilorin, Ahmadu Bello University, Zaria, University of Maiduguri and University of Nigeria, Nsukka.

He has presented many conference papers and published several articles in both local and international journals. His area of specialization is Protein Biochemistry.

He is a member of Nigerian Society of Biochemistry and Molecular Biology, Association of Medical Laboratory Scientists of Nigeria, Science Association of Nigeria and Solar Energy Society of Nigeria.

He held many positions at the Usman Danfodiyo University, Sokoto. He was acting Head of Department of Biochemistry from 1995 – 1996, Deputy Dean, Post graduate school from Feb, 1999 – Jan 2000, acting Dean Post graduate School from Jan 2000 – June 2003, Deputy Vice-Chancellor (Academics) from 30th June, 2003 – Aug 2007 and Acting Vice Chancellor from February – April 2004 and Vice-Chancellor of the University from  July 2009 – July 2014.

He was conferred with National Honours of Officer of the Order of the Niger (OON) by the then President and Commander in Chief of the Federal Republic of Nigeria, late Umaru Musa Yar’Adua, 2007, Fellowship Award (FAMLSN) of Association of Medical Laboratory Scientist of Nigeria in 2010, Fellow, Solar Energy of Nigeria November 2010 and Fellow, Nigerian Society of Biochemistry and Molecular Biology 2012.

He was the Chairman Technical Committee, Establishment of Sokoto State University, 2008 and a member of the Implementation Committee for the Sokoto State University. He was member Board of NYSC from 2012 to 2014. He was also the Chairman, Technical Committee for State of Emergency on Education in Sokoto State.
